This institute was established in 1979 for contributing to the development of the construction industry through research of new material, construction methods, and advanced technology, and for successful accomplishment of commemorating the successful construction of the Engineering College.

Sub-organizations of the institute include International Center for Construction Information, Research Center of Water Quality and Resource, Research Center of Environmental Safety, Research Center of Energy Storage, and six other departments and a Steering Committee.
